This paper aims to analyse the planning implementation conducted by the Lombardy Region,“Piano Territoriale Regionale d’Area (PTRA) delle Valli Alpine”/”Regional Territorial Area Plan of the Alpine Valleys" as a useful example in a local context with favourable conditions for (i) the implementation of policies of Urban-Rural/Mountain partnerships to reach common goals and enhance urban-rural relationships, and (ii) complex institutional/administrative frameworks for activating multi-level governance processes.
