Article 117 says that “The regions have legislative power with respect to any matters not expressly reserved to state law”. So, first of all the article explores the general meaning of the “matter”, and the problems which arose around that, then it deepens which matters were actually regulated by Regions, according to scholars and according to the jurisprudence of the Italian Constitutional Court. The last part deals with the new constitutional law which modifies the Constitution and the article analyzes the most probable effects of the reform.
