Since July 2015 the Lombardy Region has launched the Franciacorta Territorial Regional Plan of Area (PTRA) (Lombardy Regional Law n.12/2005, item 20) that involves 18 municipalities of Franciacorta DOCG geographical production area and 9 neighboring municipalities (Western Territorial quadrant of the province of Brescia with approximately 230,000 inhabitants). The strategic vision of the plan focuses on the qualification of a territory that highlights the successful wine brand, even in a context where the economy is mainly manufacturing and the settlement dynamics (especially production and commercial), are significant. The construction of territorial policies is an opportunity for the requalification of the building stock and in particular for the reuse of abandoned industrial areas and unused rural buildings. More specifically the actions of PTRA privilege: i) the regeneration of abandoned or underused productive areas requiring remediation, as an alternative to the use of new soil; ii) the recovery of abandoned rural buildings to be devoted to increasing tourist capacity linked to the wine sector; iii) the activation of compensatory policies for the unequal impacts on municipalities, attributable to large shopping malls. Given the general financial crisis, this work places the strategic choices of PTRA within the real estate market dynamics and finance of the 27 municipalities involved, and discusses the main tools (municipal property tax, planning fees, tourist tax, taxation of large retail space) available for equal distribution of development right to orient regional policies towards a qualification and strong characterization of the territory (around the successful international image), and at the same time to favor the cooperation that municipalities have started some time ago.

Dal luglio 2015 Regione Lombardia ha avviato il Piano Territoriale Regionale d’Area (PTRA) della Franciacorta (art.20, lr 12/2005) che coinvolge 18 comuni della DOCG del Franciacorta e 9 comuni contermini (quadrante territoriale occidentale della provincia di Brescia che conta circa 230.000 abitanti). La visione strategica del piano privilegia la qualificazione di un territorio che valorizzi il brand di successo di realtà vitivinicola, pur in un contesto dove l’economia prevalentemente è manifatturiera e le dinamiche insediative (in particolare produttive e commerciali), risultano significative. La costruzione di politiche territoriali d’area è un’occasione per la riqualificazione del patrimonio edilizio ed in particolare per il riutilizzo di aree produttive dismesse e di edifici rurali inutilizzati. Nello specifico le azioni del PTRA privilegiano: i) la rigenerazione degli ambiti produttivi dismessi da bonificare o sottoutilizzati, in alternativa all’utilizzo di nuove aree; ii) il recupero degli edifici rurali abbandonati da destinare all’aumento della capacità ricettiva turistica collegata al settore vitivinicolo; iii) l’attivazione di politiche incentivanti meccanismi di compensazione degli impatti ineguali tra i comuni, imputabili alla grandi superfici di vendita. Stante la situazione di crisi finanziaria generale, questo lavoro colloca le scelte strategiche del PTRA all’interno delle dinamiche del mercato immobiliare e della finanza dei 27 comuni coinvolti, e discute i principali strumenti (IMU immobili e aree edificabili, oneri di urbanizzazione, tassa di soggiorno, tassazione delle grandi superficie di vendita, imposta di scopo) disponibili per la costruzione di un meccanismo di perequazione territoriale in grado di orientare le politiche territoriali verso una qualificazione e caratterizzazione forte del territorio (intorno all’immagine di successo internazionale acquisita), e nel contempo di alimentare il percorso di cooperazione che i comuni hanno da tempo intrapreso.
