Urban margins represent strategic spaces for rethinking contemporary dwelling. Characterized by structural and functional stratification and dynamic territorial processes, peri-urban areas offer fertile ground for experimentation, unlike central cores often confined to commemorative roles. In the context of increasing deterritorialization, these fringes are frequently perceived as spaces lacking identity and coherence. Yet a geo-historical perspective highlights their historical role as sites of agricultural excellence, innovation, and territorial experimentation. In 2023, within the framework of Bergamo-Brescia Italian Capital of Culture, the Regional Park of the Hills of Bergamo and the PLIS of the Hills of Brescia initiated a shared reflection on peri-urban protected areas, focusing on their environmental and geo-historical values. The process led to the Bergamo-Brescia Charter and fostered territorial strengthening and governance innovation, paving the way for the experimentation of a “dwelling contract.”
