Compared to other areas in Lombardy, prior to the construction of the BreBeMI highway and the Milan–Venice high-speed rail line, the territory of the Lower Bergamo and Crema Plains retained a relatively intact character, with limited fragmentation and a network of routes that organized settlement patterns guided by historical connections to the centers of Brescia, Bergamo, and Crema. The cross-regional connectivity created by the division of the lowland river valleys was limited to the historic railway line, which was fully integrated with the settlement development of the last century. The relatively reassuring image still present in recent descriptions proposed by the PTR and the first draft of the regional ecological network project has been compromised and eroded by infrastructural, agronomic, and settlement-related transformations in recent years—essentially the last two decades—which have severely weakened the ecological system and made the possibilities for improving future connections more complex. The Arco Blu project was launched in response to this serious environmental crisis affecting the Lower Bergamo Plain and Upper Crema regions—an area situated between the Adda, Serio, and Oglio rivers, straddling the provinces of Bergamo and Cremona. The project, employing a pragmatic approach (local actions) within a strategic vision (regional scale), was designed to address and remedy the progressive depletion of natural capital accumulated over centuries of traditional agriculture, caused by various concurrent factors that have disrupted the balance between nature and the human-made environment.
A confronto con altri territori lombardi, prima della realizzazione dell’autostrada BreBeMI e della linea di alta velocità Milano Venezia, il territorio della Bassa Pianura Bergamasca e Cremasca conservava un carattere relativamente integro, con elementi di frammentazione limitati e un sistema di percorsi che organizzava l’insediamento orientato dai collegamenti storici con i centri di Brescia, Bergamo e Crema. La trasversalità che produceva la cesura delle valli fluviali planiziali era limitata alla linea ferroviaria storica, completamente integrata con lo sviluppo insediativo del secolo scorso. L’immagine relativamente rassicurante ancora presente nelle recenti descrizioni proposte dal PTR e dalla prima redazione del progetto di rete ecologica regionale è stata compromessa e intaccata da trasformazioni infrastrutturali, agronomiche e insediative degli anni recenti – essenzialmente l’ultimo ventennio – che hanno fortemente indebolito il sistema ecologico e reso più complesse le possibilità di miglioramento delle connessioni future. Il progetto Arco Blu nasce in risposta a questa grave crisi ambientale che ha colpito l’ambito territoriale della Bassa Pianura Bergamasca e dell’Alto Cremasco, un’area situata tra i fiumi Adda, Serio e Oglio, a cavallo delle province di Bergamo e Cremona. Il progetto, utilizzando un approccio pragmatico (azioni locali) in una visione strategica (scala territoriale), è stato concepito per affrontare e porre rimedio al progressivo impoverimento del capitale naturale accumulato in secoli di agricoltura tradizionale, a causa di diversi fattori concomitanti che hanno messo in crisi l’equilibrio tra natura e spazio antropico.
