The essay presents the changes introduced by the Italian Law on administrative reorganization (no. 56/2014), within a globalized urban system. Indeed, globalization has accelerated the mobility of people, goods and information leading to a network of urban systems closely linked at a global scale. Within these urban systems, dualism between a root node, which concentrates population and functions, and the rest of the surrounding area, subordinated to it, is outdated. Abandoning the approach opposing center/periphery, the new model of networked and polycentric city allows to understanding complex contemporary urban dynamics, based on external interdependence and multiplicity of internal centers. In this context, the essay illustrates the application process of the Law on administrative reorganization activated in Italy, presenting as a case study the “Area Vasta” of Bergamo. The latter, after the provincial administrative structure, is experimenting new internal subdivisions – eleven homogeneous areas – in order to give greater representation to municipalities, as well as to support local development process. The contexts of application are several – among them, school is central – and show new possibilities to manage urban space in a reticular and polycentric perspective, even if sometimes they highlight the fragility of a hyper-structured territory because of still existing previous functional compartments.
Il contributo ha l’obiettivo di presentare i cambiamenti introdotti dalla Legge italiana sul riordino amministrativo (n. 56/2014), nell’ambito dei sistemi urbani mondializzati. Infatti, la mondializzazione ha accelerato la mobilità di persone, merci e informazioni determinando una rete di sistemi urbani strettamente connessi a scala mondiale. All’interno di tali sistemi urbani il dualismo tra un nodo principale, che concentra popolazione e funzioni, e il resto del territorio circostante, ad esso subordinato, è ormai superato. Abbandonato l’approccio oppositivo centro/periferia, il nuovo modello di città reticolare e policentrica consente di cogliere le complesse dinamiche urbane contemporanee, fondate sull’interdipendenza esterna e sulla molteplicità di centri al proprio interno. In tale contesto, il contributo illustra il processo applicativo della Legge sul riordino amministrativo attivato in Italia, presentando come caso di studio l’Area Vasta di Bergamo. Quest’ultima, superata la strutturazione amministrativa provinciale, sperimenta nuove suddivisioni interne – le undici zone omogenee – per conferire maggiore rappresentatività ai comuni, così come per supportare il processo di sviluppo locale. Gli ambiti di applicazione già attivi sono diversi – tra di essi la scuola risulta centrale – e mostrano nuove possibilità di gestire il territorio in una prospettiva reticolare e policentrica, seppure talvolta evidenzino fragilità provenienti da un’iper strutturazione del territorio in relazione al permanere di precedenti compartimentazioni funzionali.
