In Italy the social sector is characterized by a high level of fragmentation and by a large weave of relationships. From a managerial point of view, the National Law 328 published in 2000 encourages the local authorities to recognize the existing connections between the different actors involved in planning and providing social services and suggests the “Local Area Plan” as a strategic tool to realize an integrated system of social services. The present analysis aims at investigating, through the perspective of network literature, if the application of the law 328/2000 has strengthened the effectiveness of social services networks. Preliminary results show the capacity of “Local Area Plan” to strengthen the effectiveness of social services networks.
