La Carta dei valori dell’integrazione e della cittadinanza quale esempio di policy per gli stranieri in Italia

This essay concerns the “Carta dei valori della cittadinanza e dell’integrazione”, an Italian legal document, approved by the Minister of the Interior Giuliano Amato in 2007. This document should direct the Italian policies for migrants’ integration. Furthermore, I will analyze the contents of this act in relation with other Italian migratory policies, such as the law n. 94 of the 15th of July 2009, known as the “decreto sicurezza”. These two documents were chosen because they prove the exis- tence of a gap in the Italian immigration policy; in fact, while the “Carta dei valori” wishes to improve the personal principle (in other words, the respect of the person apart from his national origin or his condition), the “decreto sicurezza” promotes the identification of the irregular migrant himself as a criminal. The comparison between these two acts is a part of a general reflection about the Italian policies concerning complete integration and involvement in the citizenship. Furthermore, I will describe some analytical instruments, such as the concepts of policy and dispositive, to enrich this reflection. In fact, from the concept of policy it is possible to interpret the legal and consultative acts, as for instance the “Carta dei Valori”, as a part of a legitimating speech of political actions. These political actions, or dispositive, could influence the identity building process and for this reason they produce reality. This is the case of the “decreto sicurezza” that identifies the irregular migrant as a criminal and then supports his marginalization and discrimination process. Finally I will present the scientific discussion about the process that are leading the contemporary citizenship to an intercultural model; this because the “Carta dei valori della cittadinaza e dell’integrazione” is taking part in this discussion.
