After the adoption of the historical political agreement on the multiannual financial framework by the Council of the European Union, the issue of own resources has occupied the EU stage. This article inquires the sovereignty of the EU starting from the debated question of the EU authority to tax. After a brief description of the different theoretical models applied to the EU experience, the approach adopted is that of the federalism.
