The paper analyses the experience of the “Bilancio in Arancio” in the Milan Municipality through the conceptual lenses of Public Governance, to investigate whether this tool can increase transparency and citizen participation. The study shows that popular reporting can help meet citizens’ information needs and justify the municipality’s choices in the face of the fiscal crisis. However, it also points out that, when popular reports are prepared by citizens and not by the relevant administration, it is necessary to ensure pluralism and representativeness in the process.
Questo lavoro analizza l’esperienza del “Bilancio in Arancio” del Comune di Milano alla luce delle lenti concettuali della Public Governance, per indagare se esso possa rappresentare un documento utile a favorire una maggiore trasparenzav e partecipazione dei cittadini. L’analisi dimostra che il bilancio per il cittadino può essere uno strumento di rendicontazione utile per rispondere ai fabbisogni informativi della cittadinanza e per motivare le difficili scelte che sempre più le amministrazioni pubbliche sono tenute ad adottare nell’attuale periodo di crisi. Al tempo stesso, essa mostra le criticità connesse con un processo di formazione del bilancio da parte della cd. società civile, e la necessità di assicurare pluralismo e rappresentatività in questo tipo di esperienze.
