The article analyzes the project of reform concerning French local government elaborated by the special Committee presided by Edouard Balladur and presented to President Sarkozy in March 2009. The twenty Balladur propositions are partly founded on the studies previously conducted by the Commission for the liberation of French growth, guided by Jacques Attali, and the working group directed by the president of the Parliament’s laws commission, Alain Lambert.
