Gender budgeting (GB) refers to the integration of a gender perspective into all public budget processes. Relying on a longitudinal case study at a local level, the authors analysed a GB implementation and the factors that enabled this process. This article’s contribution is twofold: first, it illustrates the path from reporting and performance analysis to budget formulation and how various enabling factors evolve and work together. Second, some insights are offered on how GB contributes to the public management debate.
