The analysis of natural capital in the context of Blue Arch requires the recognition, identification, sizing and evaluation of the endowments and performance ecosystem of the interventions in the final design, in order to build a basis for quantifying the effects of the interventions and to structure a monitoring system of the consistency of natural capital as a consequence of the actions. The analysis consists of four steps: - recognition of the ecosystem endowments and performance of the interventions; - the identification of individual project interventions; - the sizing of the endowments and performance ecosystem performance of the interventions; - the assessment of the spatial, landscape and urbanism of the design actions. In particular, the recognition of the endowments and performance ecosystem performance of interventions is based on: - a spatial examination of the projects; - a contextualization of the projects within the matrix agro-environmental matrix in which they have been placed, in order to assessing their overall economic consistency; - a summary description of the broad context in which the projects are located, with photographic support and general cartographies (land use from DUSAF, RER, REP, REC, TMP drawings to be evaluated on a case-by-case case, essentially DDP). The identification of ecosystem endowments and performance of interventions requires instead a verification punctual of the individual design interventions. The sizing of the ecosystem endowments and performance of interventions is based on the quantification of what has actually been done. Finally, the assessment of the ecosystem endowments and performance of interventions involves a first level of spatial, landscape and urban planning judgment, which is preparatory to the quantification of the effects actual or presumed that the design actions have determined. On the basis of these analyses, the following have been studied of possible evolutionary scenarios, which make it possible to imagine a significant increase in natural capital natural based on the work done, although these are of hypothetical scenarios and conjectures.
L’analisi del capitale naturale nell’ambito di Arco Blu richiede il riconoscimento, individuazione, dimensionamento e valutazione delle dotazioni e prestazioni ecosistemiche degli interventi in progetto definitivo, al fine di costruire una base per quantificare gli effetti degli interventi e per strutturare un sistema di monitoraggio della consistenza del capitale naturale a seguito delle azioni. L’analisi si articola in quattro fasi: • il riconoscimento delle dotazioni e prestazioni ecosistemiche degli interventi; • l’individuazione dei singoli interventi progettuali; • il dimensionamento delle dotazioni e delle prestazioni ecosistemiche degli interventi; • la valutazione degli effetti territoriali, paesistici e urbanistici delle azioni progettuali. In particolare, il riconoscimento delle dotazioni e prestazioni ecosistemiche degli interventi si basa su: • una disamina territoriale dei progetti; • una contestualizzazione dei progetti entro la matrice agro-ambientale in cui sono stati collocati, al fine di valutarne la consistenza economica complessiva; • una descrizione sintetica del contesto ampio in cui si collocano i progetti, con supporto fotografico e cartografie generali (uso del suolo da DUSAF, RER, REP, REC, elaborati dei PGT da valutare caso per caso, essenzialmente DDP). L’individuazione delle dotazioni e prestazioni ecosistemiche degli interventi richiede invece una verifica puntuale dei singoli interventi progettuali. Il dimensionamento delle dotazioni e delle prestazioni ecosistemiche degli interventi si basa sulla quantificazione di quanto effettivamente è stato fatto. Infine, la valutazione delle dotazioni e prestazioni ecosistemiche degli interventi prevede un primo livello di giudizio di tipo territoriale, paesistico e urbanistico, che è propedeutico alla quantificazione degli effetti reali o presunti che le azioni progettuali hanno determinato. Sulla base di queste analisi, sono stati studiati dei possibili scenari evolutivi, che permettono di immaginare un incremento significativo del capitale naturale sulla base del lavoro svolto, sebbene si tratti di scenari ipotetici e congetture.
