In recent years, the role of the citizen in the delivery of government services is being reinterpreted, changing their role from passive consumers to partners or co-producer of services. This trend is consistent with the core values of the open data movement: Innovation, collaboration, and participation. In this paper, we introduce three cases of citizen co-production of services through open data. The three cases focus particularly in the evaluation and assessment of services and policies. Our ongoing research explores the effectiveness of these co-production experiences in increasing citizen participation.

Abstract

In recent years, the role of the citizen in the delivery of government services is being reinterpreted, changing their role from passive consumers to partners or co-producer of services. This trend is consistent with the core values of the open data movement: Innovation, collaboration, and participation. In this paper, we introduce three cases of citizen co-production of services through open data. The three cases focus particularly in the evaluation and assessment of services and policies. Our ongoing research explores the effectiveness of these co-production experiences in increasing citizen participation.
