Despite the great appreciation for the employment rate of its graduates, there is still strong opposition in Italy to the Higher Technological Education (ITS), recently relaunched by law 99 of 2022 and by the huge funding coming from the Italian PNRR. One report by the Agnelli Foundation, for example, criticized the decision of the last two governments to allocate so many resources to the ITS Academies, without any improvement in the so-called vocational degrees. This contribution develops a critical analysis of the report in order not only to summarize its contents, but also to reveal what it doesn’t say, i.e. its implicit conception of tertiary education and education in general.
Benché unanimemente apprezzata per le performance occupazionali dei suoi diplomati, sono ancora forti le resistenze verso l’Istruzione tecnologica superiore (ITS), recentemente rilanciata dalla L. 99 del 2022 e dagli ingenti finanziamenti del PNRR. Così, un rapporto della Fondazione Agnelli biasima la scelta fatta dagli ultimi governi di destinare tante risorse alle ITS Academy senza valorizzare le lauree professionalizzanti. In queste pagine si propone un’analisi critica del Rapporto al fine di mostrarne, oltre al contenuto dichiarato, anche il non detto, ossia l’implicita concezione di istruzione terziaria, e di istruzione in generale, che sottende.
