“Dalla parte di lei”. Per un’analisi di genere della pandemia e delle possibili risposte

The paper proposes an analysis of the effects of Pandemic through a critical discussion of the responses. In illustrating the different condition between women and men, or better of women and men during the pandemic, this study focuses on the unequal condition of women and proposes a gender analysis approach. The paper addresses the following questions: what is the framework emerging from the emergency? To what extent and in what ways the responses effectively protected the stronger frailty of women? It is argued that Italian answer presents lights and shadows with regard to fight against discrimination. Considering the limited provision of the P.N.R.R. (National Recovery and Resilience Plan), the need to ensure full protection against gender discrimination emerges, with the necessity to find a solution more appropriate to the gender specificity of situation which could guarantee a full protection also for women.

Lo scritto propone un’analisi di genere degli effetti della pandemia, notoriamente assai più impattanti sulle donne. Il tentativo di sistematizzazione dei diversi ambiti parte dal tema della rappresentanza femminile nelle sedi decisionali, per poi affrontare il contesto lavorativo e dei servizi, per operare anche un cenno alla prospettiva intersezionale. L’indagine prosegue poi approfondendo le risposte offerte alla pandemia, sul piano normativo, amministrativo e quanto a buone pratiche realizzate, per poi analizzare il P.N.R.R. e i primi strumenti attuativi, mettendone in luce potenzialità e criticità. Riprendendo l’ipotesi che la dottrina aveva elaborato quanto alla pandemia come “occasione” per far emergere la topografia di genere, lo scritto propone una serie di sviluppi possibili che potrebbero mitigare le criticità che si profilano.
