This paper offers important insights for framing the concept of migration as developed by Giovanni Battista Scalabrini during his time as Bishop of Piacenza, a period in which he emerged as one of the most perceptive observers of this phenomenon. It shows that in Scalabrini’s writings, migration is seen as a natural and inevitable process that no political authority/force can think of stopping. The role of politics and the Church seems to be limited to supporting migrants, improving their living conditions, safeguarding their cultural and national or patriotic identities, and preventing irregular intermediary activities carried out by individuals described by Scalabrini as human flesh traffikers.
