This study investigates the effectiveness of temporary reception services for refugees in Italy, focusing on a specific rural area in central Italy, as such services can affect long-term refugee housing. These services are managed through multi-actor networks under the Reception and Integration System, which involves ministries, municipalities, non-profit organizations (NPOs), and various local stakeholders. In light of the multi-level governance approach and utilizing a network effectiveness framework, this research explores the main issues and needs for action within these networks. Findings indicate that network effectiveness relies on coordinated efforts to meet institutional, community, and refugee needs, with the central coordinator of municipalities. However, challenges such as limited financial resources, administrative burdens, a lack of housing, poor transport, and difficult relations might hinder the achievement of network goals, highlighting the role of NPOs in addressing these issues. The research provides insights for public managers to enhance network design and service provision, addressing the unique challenges faced in rural areas.
