This contribution addresses the issue of innovation in territorial planning instruments within the current context marked by global polycrises and the ecological, digital, and energy transitions. In a scenario characterized by uncertainty and fragmented institutional responses, it argues for the need to rethink planning systems and ordinary regulatory tools so that they can become adaptive and innovative devices capable of generating new forms of publicness. The analysis focuses on the role of Metropolitan Cities, with particular attention to the case of Milan, where the Metropolitan Territorial Plan and the Metropolitan Thematic-Territorial Strategies (STTM) provide an example of ordinary planning capable of integrating regulatory, project-oriented, and collaborative dimensions. Through participant observation and an institutional analysis of eight project cases, three main trends emerge: the anticipation of decision-making processes in urban regeneration, the strengthening of multilevel and intermunicipal dialogue, and the use of the Territorial Diffusivity Balance as a tool for mediation and redistribution. The findings show how the STTMs can function as pilot experiences of innovative territorial governance, capable of overcoming sectoral and fragmented approaches, strengthening the role of the intermediate authority, and promoting cooperative and generative forms of territorial governance.
Il contributo affronta il tema dell’innovazione degli strumenti di pianificazione territoriale nell’attuale contesto segnato da policrisi globali e dalle transizioni ecologica, digitale ed energetica. In uno scenario caratterizzato da incertezza e risposte istituzionali frammentarie, si sostiene la necessità di ripensare i sistemi di programmazione e gli strumenti normativi ordinari, affinché diventino dispositivi capaci di adattamento e innovazione generativi di nuove forme di publicness. L’analisi si concentra sul ruolo delle Città Metropolitane, con particolare attenzione al caso di Milano, dove il Piano Territoriale Metropolitano e le Strategie Tematico-Territoriali Metropolitane (STTM) rappresentano un esempio di pianificazione ordinaria capace di integrare dimensione normativa, progettuale e concertativa. Attraverso osservazione partecipante e analisi istituzionale di otto casi progettuali, emergono tre tendenze principali: l’anticipazione dei processi decisionali nella rigenerazione urbana, il rafforzamento del dialogo multilivello e intercomunale, l’uso del Bilancio delle Diffusività Territoriali come strumento di mediazione e redistribuzione. I risultati mostrano come le STTM possano costituire esperienze pilota di governance territoriale innovativa, in grado di superare logiche settoriali e frammentarie, rafforzare il ruolo dell’ente intermedio e promuovere forme cooperative e generative di governo del territorio.
