European action to implement sustainable development has been identified in the Green Public Procurement (GPP), as a particular and effective instrument that requires the introduction of environmental consideration in public procurement procedures, getting a qualify demand that the public buyer goes to the market. The work examines the evolution of legislation about the GPP in the European Union and Italy, focusing on the moments of the buying process in which the Public Administration can insert environmental considerations, until the recent affirmation of the principle of Life Cycle Costing.
