Policy recommendations summarized in this lat part of the book stem from the analysis of the industry based case studies presented in part II: agro-industry, electricity, hydrocarbons, mining, textiles and clothing, agriculture, fisheries, telecommunications and tourism. We draw some conclusions on the situation of all the industries analyzed and propose possible future actions to foster competitiveness and foreign direct investments. The industries will be divided into four groups according to two parameters: the degree of capital intensity and the degree of export orientation. We then propose specific strategic paths to development for each one of the four groups of industries depending on whether the development strategy should be based on industry cluster or country wide, whether the innovation system should be implemented at the national or at the regional level, and whether corporate social responsibility plays an important role or not in the sector.
