The continuous expansion of aviation industry in Europe underlines the need of greenhouse gas (GHG) emissions abatement (Scotti & Volta, 2015). Climate change policies, such as EU Emissions Trading System (EU ETS), are trying to regulate the industry to be more sustainable. CO2, among GHG, ‘has been the primary focus of policy proposal so far’ (Pejovic et al., 2008). Meanwhile political or economic decisions are also shaping the aviation industry and its CO2 emission scenario. It is specifically interesting to investigate the impact of non-environmental-oriented policies or strategies. We observe such impact on three levels: (1) European aviation policies; (2) Italian aviation policies; (3) Airport and airlines decisions, focusing on air transportation in Lombardy, an Italian region containing four airports. By applying econometric model to analyze the determinants of CO2 emission, we found that European non-environmental-oriented policies brought also environmental benefits: Low cost carriers, their entrance as a consequence of liberalization, perform 18.24% to 24.50% better in terms of emission efficiency; Italian aviation policies (traffic distribution rule on Linate airport) have no significant effect while dehubbing of the national airline from Malpensa airport brings down the total CO2 by 2.61%. Lastly we confirm the annual improvement of aviation technology to be 1.9% while such effect is outweighed by the growth of traffic volume.
