The Development policies of a 'productive landscape' represent a recognized chance mainly for the traditionally weaker contexts, or interior, of our country. In some cases, and here there is the case of Brescia Franciacorta, the development of a wine and a brand arise as an opportunity to strengthen a common image of an area (18 municipalities affected by the Franciacorta DOCG) and the construction the air-territorial policies. Since September 2015 the Lombardy Region has initiated a system of area planning process, through a 'Territorial Plan of Regional-PTRA' Area (provided the planning law LombardY Region 12/2005) involving 22 municipalities: 18 municipalities of Franciacorta DOCG and 4 neighboring municipalities. The area plan is an opportunity for experimentation by the national / regional reformulation in place of the large area governance, the center of the plan objectives the enhancement of the landscape as a resource / production capital, (i) in terms of both actions territorial basis: consumption of soil / related measures and reconstruction landscaping, itineraries / park roads, stations 'minor' and network use, the weak rural heritage, road network and 'doors' territorial; (Ii) in terms of governance: municipal plans and associated structured forms of cooperation between municipalities and the area, alignment of planning and building instrumentation and administrative procedures, public real estate and enhancement opportunities.

Le politiche di valorizzazione di un ‘paesaggio produttivo’ rappresentano una chance riconosciuta in prevalenza per contesti tradizionalmente più deboli, o interni, del nostro Paese. In alcuni casi, e qui si pone il caso della Franciacorta bresciana, lo sviluppo di un’economia vitivinicola e di un brand si pongono quale occasione per rafforzare un’immagine comune di un territorio (18 comuni interessati dalla DOCG Franciacorta) e per la costruzione di politiche territoriali d’area. Dal settembre 2015 Regione Lombardia ha avviato un percorso di pianificazione d’area, attraverso un ‘Piano Territoriale Regionale d’Area-PTRA’ (previsto della legge urbanistica lombarda 12/2005) che coinvolge 22 comuni: 18 comuni della DOCG del Franciacorta e 4 comuni contermini. Il piano d’area è occasione di sperimentazione entro la riformulazione nazionale/regionale in atto della governance d’area vasta, al centro degli obiettivi di piano la valorizzazione del paesaggio quale risorsa/capitale di produzione, (i) sia in termini di azioni a base territoriale: consumo di suolo/misure connesse e ricomposizione paesaggistica, itinerari/strade parco, stazioni ‘minori’ e rete della fruizione, il patrimonio rurale debole, rete stradale e ‘porte’ territoriali; (ii) sia in termini di governance: piani comunali associati e forme di cooperazione strutturata d’area e tra comuni, uniformazione della strumentazione urbanistico-edilizia e dei procedimenti amministrativi, patrimonio immobiliare pubblico e opportunità di valorizzazione.
