The need to construct a statute of disci- plina (adapted to the time), a founding issue of the CIAM and at the center of the debate of the CIAM in Berga, still appears to be a key issue today. As a reference to the founding contents of urban planning and its being, it seems effective to take the synthetic and lucid definition of Luigi Piccinato: "the general study of the conditions, manifestations and needs of life and development of a city". (Piccinato, 1987, p. 13) The need to renew the discipline and its princely instrument, the plan, is as strong and topical as ever. The time of economic development and growth in the chair (for our country since the Second World War) has translated the dictate of the CIAM by packaging rigid spatial rules and quantitative standards. Mutation that puts us in front of the clas- sical dilemma: innovate or succumb. Commitment to innovation which, in the CIAM, is based on an openness and international participation, capable of welcoming intelligences and making different visions converse; commitment to innovate urban planning which, to stay in our days, does not lie so much in the ability to produce buzzwords, which in these years is prolific (words that are affirmed and that risk to be consumed in a short time: smart, resilience, regeneration, transition, ...), but in the recovery of a strong ideality and confidence in the future and in human intelligence.
La necessità di edificare uno statuto della disci- plina (adeguato al tempo), questione fondativa dei CIAM e al centro del dibattito del CIAM di Berga- mo, appare ancora oggi una questione chiave. Quale rimando ai contenuti fondativi della disci- plina urbanistica e al suo essere, pare efficace ri- prendere la sintetica e lucida definizione di Luigi Piccinato: “lo studio generale delle condizioni, delle manifestazioni e delle necessità di vita e di sviluppo di una città”. (Piccinato, 1987, p. 13) La necessità di rinnovare la disciplina e il suo stru- mento principe, il piano, è quanto mai forte e attuale. Il tempo dello sviluppo economico e della crescita in- sediativa (per il nostro Paese dal secondo dopoguerra) ha tradotto il dettato del CIAM confezionando rigide regole spaziali e standard quantitativi. Mutazione che ci pone di fronte al dilemma clas- sico: innovare o soccombere. Impegno all’innovazio- ne che, nei CIAM, muove da un’apertura e da una partecipazione internazionale, capace di accogliere intelligenze e fare dialogare visioni diverse; impe- gno a innovare l’urbanistica che, per stare ai nostri giorni, non sta tanto nella capacità di produzione di parole d’ordine, in questi anni prolifica (parole che si affermano e che rischiano di consumarsi in breve tempo: smart, resilienza, rigenerazione, transizione, ...), ma nel recupero di una idealità forte e di una fiducia nel futuro e nell’intelligenza umana.
