Measures and interventions implemented by States to contain the pandemic caused by the spread of the COVID-19 virus triggered a health, economic and social crisis worldwide. In this situation, persons with disabilities (PwD) are the most exposed to the risks and to the effects of the pandemic. In order to identify critical elements and good practices for designing future actions, it is essential taking stock of the situation and to represent a conceptual and operational perspective aimed at analyzing how the pandemic impacted on PwD. In this view, this study proposes a review of some documents published by supranational organizations worldwide that could be helpful to identify key elements and issues providing guidance, in order to introduce policies, set actions, research activities so to guarantee the rights of PwD.
Le misure e gli interventi attuati dagli Stati per contenere la pandemia causata dalla diffusione del virus COVID-19 hanno scatenato una crisi sanitaria, economica e sociale in tutto il mondo. In questa situazione, le persone con disabilità sono le più esposte ai rischi e agli effetti della pandemia. Al fine di identificare gli elementi critici e le buone pratiche per progettare le azioni future, è essenziale fare un bilancio della situazione e rappresentare una prospettiva concettuale e operativa volta ad analizzare come la pandemia ha avuto un impatto sulle persone con disabilità. In quest'ottica, il presente studio propone una revisione di alcuni documenti pubblicati da organizzazioni sovranazionali di tutto il mondo che potrebbero essere utili per identificare gli elementi chiave e le questioni che forniscono una guida, al fine di introdurre politiche, impostare azioni, attività di ricerca in modo da garantire i diritti delle persone con disabilità.
