This paper investigates the use of the auxiliary modals možet and dolžen in combination with the negation in Russian legal language. The study is based on the text of the Constitution and of the 25 Codes of the Russian Federation. The data was analysed manually with regard to the different deontic values of ne možet, možet ne, ne dolžen and shows a significant advantage of ne možet in the indication of prohibition versus ne dolžen, while the permissive use of možet ne, ne dolžen is marginal.
